The only mode now of maintaining communication between Rome and Thurii was by sea; but this was virtually forbidden by a treaty which the Romans had made with Tarentum nearly twenty years before, in which treaty it was stipulated that no Roman ships of war should pass the Lacinian promontory. But circumstances were now changed, and the Senate determined that their vessels should no longer be debarred from the Gulf of Tarentum. There was a small squadron of ten ships in those seas under the command of L. Valerius; and one day, when the Tarentines were assembled in the theatre, which looked over the sea, they saw the Roman squadron sailing toward their harbor. This open violation of the treaty seemed a premeditated insult, and a demagogue urged the people to take summary vengeance. They rushed down to the harbor, quickly manned some ships, and gained an easy victory over the small Roman squadron. Only half made their escape, four were sunk, one taken, and Valerius himself killed. After this the Tarentines marched against Thurii, compelled the inhabitants to dismiss the Roman garrison, and then plundered the town.

Turn back now to Columbus's time. England, destined to dominate the continent of North America, was also practically the discoverer of the same. On St. John's day, June 24, 1497, thirteen months and a week before Columbus saw South America, John Cabot, a Venetian in the service of King Henry VII., from the deck of the good ship Matthew, of Bristol, descried land somewhere on the coast either of Labrador or of Nova Scotia. Cabot, of course, supposed this prima vista of his to belong to Asia, and expected to reach Cipango next voyage. So late as 1543 Jean Allefonsce, on reaching New England, took it for the border of Tartary. Andre Thevet, in 1515, in a pretended voyage to Maine, places Cape Breton on the west coast of Asia. This confusion probably explains the tradition of Norumbega as a great city, and of other populous and wealthy cities in the newly found land. Men transferred ideas of Eastern Asia to this American shore.

From today the regeneration of our fleet begins. From today Ottoman hearts must again rejoice. We must work hard now for the strengthening of our navy. We must know that our fleet, which till yesterday was lifeless, is no longer in incompetent hands and under the leadership of lazy minds. New Turkey has intrusted her navy to iron hands. At the head of our fleet is Djemal Pasha, whose naval successes it is unnecessary to mention. The commander of the fleet is the Chief of the Naval Staff, Arif Bey, and in command of the light flotilla is Capt. Muzzafer Bey. Likewise the commanders and the other officers of the two new battleships are chosen among the fittest. This is the beginning of a new era for our navy. In addition to this we must say that we are expecting good results from our political activity. Talaat Bey and Halil Bey have left for Bucharest, where they will try to find a solution of outstanding serious questions. At the same time they will have an opportunity to exchange views with Rumanian statesmen. It is unnecessary, in our belief, to exalt the significance of this mission. We think, however, that a wise and moderate policy, strengthened by a good army and navy, will go far in bringing good results.
